Preheat the oven to 350F and line two baking sheets with parchment or silicone liners.
In the bowl of a stand mixer, beat together the butter and sugar until smooth and fluffy.
Add in the eggs, one at a time, followed by the vanilla extract. Add in the cocoa powder, baking powder, and salt, and mix well. Add the flour, and mix until just incorporated. Pour in the holiday chips, and fold in with a spatula.
Scoop out spoonfuls of dough onto the prepared baking sheets, evenly placing 12 per sheet.
Bake in preheated oven for 10-12 minutes. Cookies will seem too soft but will firm as they cool. Let cool slightly and enjoy!
